The most important factor for determining the quality of education students receive is the quality of their teachers.

1 Teachers—key stakeholders in the education system—have been largely on the sidelines of the education reform process.

2 But as attention is increasingly focused on improving teaching effectiveness and accountability, educators can no longer take a back seat to education reform and innovation, or be asked to implement changes they have had no role in creating.
